The new clerk, Susie Coney, was introduced to the councillors.

CO-OPTION OF NEW COUCILLOR

Cllr. Beth Johnson proposed Cllr. Gwynneth Whitehouse. Seconded by Cllr. Bernard Ludwig.

All councillors in agreement. All forms accepting office previously signed by Cllr. Whitehouse as she would be away on holiday at the time of the meeting.

MINUTES OF THE LAST MEETING ON 11TH MAY 2006 were approved and signed by the chairman.

PARISHIONER REQUEST

Parishioner Mr Simon Rann suggested that a bench would be a good idea in Burton Lazars, possibly situated at Cross Lane/Hollow Lane. Burton Lazars councillors seeking input from other parishioners.

MATTERS ARISING FROM THE MINUTES

  1. Rural Housing Enabler Richard Windley replied to by clerk. Thanks to Borough Councillor Rex Holt for his input.
  2. Hartopp Court Development – Regarding light outside Gladys Dinnacombe’s window. We have received a reply that Bovis are fitting a black glass to the back of this lamp to prevent light from shining into window.
  3. Floodlights Asfordby Storage and Haulage. Cllr. Bridges to pursue this matter.
  4. Parish Plan Great Dalby – The village would be able to draw down funds for production of Parish Plan if met by £100 from Parish Council. These funds would then be held for the Parish Plan Group. It should be noted that the Councillors agree to the production of the Parish Plan in principle only and to the holding of the monies. Cllr. Johnson proposed support of a Parish Plan, to hold the funding from the RCC and to match it with £100 from the Parish Council. This was seconded by Cllr. Morris. Cllrs. Digby and Bridges abstained, all others were in agreement. The Chairman has already taken initiative and agreed to Great Dalby going ahead with a Parish Plan. Burton Lazars does not wish to proceed with one at this time.
  5. Elm Tree Farmhouse – planning application 06/00198 – garage – approved.
  6. Hartopp Court – Amendment Plot 12 – garaging – approved.
  7. Burton Lazars Village Hall charges for waste collection. Chief Executive acknowledged 26th April, but no further information. Write again to Chief Executive.
  8. N.Wilson Newrose, 17a Top End – 06/00247 – Uprooting Tree – Consent.
  9. Gartree Farm – Re-application. Letter received from MBC.
  10. Chandler & Dickman – Vine Farm – 06/00315 – Approved.
  11. Dickinson, Forge Cottage – work on trees approved.
  12. J Moore, Manor Farmhouse – Barn conversion approved.
  13. War Memorial – Quote from White Lodge for carrying out work ₤180 + VAT. All in agreement. Clerk to reply and ask them to go ahead with work.
  14. Street Lighting – LCC to take over contract. To contact Mr Vaughan. Also inform ABB and Powergen of our decision to change.

06/00486/FUL. Great Dalby Cricket Club veranda – No decision as yet.

06/00415/FUL. Chestnut Tree Farm Re-roofing – already carried out in slate.

06/00440/TCA – Mr Slatter – work on trees. No decision yet.

06/00397/OUT – Four car garage, The Elms, B/L – PC objected.

06/00608/FUL – Mr & Mrs Youle, Lynn Cottage, B/L – Dwelling and garage. Letter to come from Cllr Digby/Bridges. Clerk to contact Enforcement Officer to determine approval conditions for mobile home.

CORRESPONDENCE

  1. Stapleford proposed 7 Ton weight restriction.
  2. Local Flood Watch Scheme – Cllr Beth Johnson dealing with this matter.
  3. Revision of East Midlands Regional Plan.
  4. MBC and Parish Council Liaison Meeting – Thursday 28th September.
  5. LCC consultation of Community Involvement.
  6. LRAPLC Melton Branch Meeting 29th August 2006.
  7. Letter requesting dog bin in Great Dalby received from Pam Dickson.

All in agreement to site on lane by Mick Taplin’s /Ford Farm. Clerk to order one and to inform MBC.

  3. Burton Lazars Village Hall request for £2500 funding. Cllrs Digby and Bridges both declared interest. Confirmed funding of LCC and MBC therefore all in agreement that the Parish Council should agree to this request.

    Councillors claim that amount. Also agreed to £30 per year per

    councillor for out of pocket expenses. All in agreement.

  2. Supply 7 more copies of the planning letter re Cross Lane to Cllr Bridges.
  3. Request one ream of computer printer paper to be supplied to each councillor at Burton Lazars.

Cllr Digby

  1. Received complaints to overflow bags from wheelie bins not taken away.
  2. LCC sweep roads but do not use week killer Cross Lane/New Road.
  3. Letter of rejection of post of clerk goes out to applicants.
  4. Dog owners in Burton Lazars.
  5. To talk to Gladys Dinnacombe re Parish newsletter.

Cllr Morris

  1. Eric Sharpe’s/Yew Tree Farmhouse – Manhole cover folded in half.
  2. War Memorial – is it possible to present John Houghton with something to thank him for 40 years service in maintaining the War Memorial
  3. Hedgerow at Haines, Main Street
  4. Overgrown branch at Old Post Office – LCC
  5. Complaint regarding new fence up to church. Considered dangerous.
  6. New manhole cover is a hazard.

  7. Heritage Warden – maintenance of Washdyke

Write to Sylvia Child asking if she would identify the flowers growing in the Washdyke compound in Great Dalby.

Cllr Ludwig

  1. On Cross Lane, B/L the bend sign is outside No 43, whereas it should be placed outside Nos 39/41.
  2. Black bins – DEFRA stated that any putrifiable substance must be taken away.
