SIGN MINUTES OF LAST MEETING Held on 19th
January 2009 in the Chapel room at Great Dalby. All Councillors present agreed
the minutes of the meeting for 19th January 2009 – no objections
raised, minutes signed by Chairman. Mr Chapman
questioned traffic volume/speed on the A606 and asked if the Parish Council
had information about previous studies carried out. He tabled recent Community
Speed Watch results data for Burton Lazars which was discussed by Councillors.
Clerk was asked to write to Melton Borough Council to obtain previous data
for all Melton radial routes, including extrapolations of results, for comparison
with the recent CSW figures. MATTERS
ARISING 05/09 - No progress reported on any issue (Mr Ewart letter or LCC action to Fred Parker) 06/09 - Item 10, see letter from Rutland CC about change in policy 08/09 – a) Street Lighting update - Account has now been rendered by Leicestershire County Council, paid by the clerk. The review of original contract has not yet been completed b) Budget
– details of contingencies clarified under finance section c) Banking
Arrangements (Bond) – the Bond monies had not been reinvested due to poor interest
returns available 10/09 – a) Contacts
made as described in respect of affordable housing matters but not pursued
further at this time b) Footpath

footpath changes 11/09 - No progress on land at New Road, Cllr Digby reported that the results of an ecology study initiated by Melton Borough Council were awaited before further action is taken 14/09 Councillors who had requested Electoral Rolls from Sue Renwick had not yet received them. Clerk to progress this with MBC 15/09 - a) Picasso (see later item) b) Woodgate Hill: Barn compliance queried. Cllr
Whitehouse stated that there were anomalies of the as built compared to the
planned barn on 07/00409/FUL. Clerk to write to Melton Borough Council and
request compliance checks be carried out. c) Feedback on litter bins – Clerk to obtain quotes for a cheaper version of bin. Other – Chestnut Tree Farm, Nether End sinking. Reported in January, not a risk. Will be checked again and reported back to Clerk by LCC. PLANNING

cash in bank today - these reports were unanimously approved by the meeting,
proposed Cllr G Digby, seconded Cllr M Morris. For clarity the draft end of
year calculation was demonstrated at the meeting to agree with the bank
reconciliation at 31.03.09. b) Approve payments since last meeting – these
amounts were unanimously approved by the meeting proposed Cllr G Digby,
seconded Cllr M Morris.. c) Budget Control to date – balance of
contingencies to be adjusted (see end of minutes for bank reconciliation,
cash in bank today and budget control details) e) Banking arrangements – current figures for
investment Bond interest were provided to the meeting. It was agreed that a
sum of £6,000.00 be invested in a bond for a period of 6 months. CORRESPONDENCE RECEIVED A folder containing the listed correspondence
was placed on the table at the meeting for Councillors to select as
appropriate to interest. GREAT DALBY PARISH PLAN A
letter has been received from Rural Community Council, Samuel Howlett
(Community Development Officer), with an offer of help to restart the Parish Plan
or other project. This issue lapsed some time ago due to unforeseen
difficulties in the project leadership. Cllr Whitehouse has agreed to distribute
the letter to determine interest, clerk to provide 6 copies to Cllr W and
obtain brief from RCC. If progress is not seen before second week in May 2009
then the project will be called off and the grant monies held by the Parish
Council (£500) will be returned to RCC. SUMMERDAYZE FESTIVAL ON MELTON
AIRFIELD The
clerk reported that Melton Borough Council had not received a resubmitted
application for the above. It was noted that the event had recently attracted
a full page spread in Melton Times. Clerk to write to new president of
Leicester Agricultural Society to further common interest of Parish Council and
themselves where non agricultural events are being staged. BURTON LAZARS BURIAL GROUND EXTENSION
– FUNDING REQUEST The
Parish Council had assisted St James Church by reducing costs through identifying
the availability of a grant which also established that an ecology survey was
not required. The policy of the Parish Council has always been that they do
not offer funds directly to religious bodies. The meeting instructed the
clerk to write to the Church wardens stating that no grant will be made by
the Parish Council at this or any other time. BURTON LAZARS GRIT BIN – PROVISION The
meeting decided that no action would be taken on this request. RISK ASSESSMENT/BUSINESS CONTINUITY
PLAN The
plans produced by the clerk and previously circulated to Councillors were
discussed. Proposed Cllr M Morris, seconded Cllr Whitehouse that the plans be
signed and adopted. GREAT DALBY FOOTPATH CHANGES PROPOSED A
letter had now been received from Pauline Pritchett, Legal Assistant (Order
Making) about the proposed alterations to Footpath D98G at Great Dalby.
Councillors objected to the extinguishing of path A to B which is a main
route for dog walkers and others from the village. Clerk to notify this
promptly as comments are required by 30th April 2009. PARISH REMUNERATION PANEL The
meeting decided that this item would not be pursued further. CLERKS REPORT The BT Phone box at Little Dalby had now been adopted and a quotation was anticipated from Central Networks for removal of the electricity supply. The waste bin at Great Dalby has to be a compromise between that required for a rural setting with easy emptying function and realistic cost. The question of Community Speed Watch at Great Dalby is to be brought to the next meeting. The Wind Farm documents have been circulated, no further action is to be taken until the effects of the recession on this type of power supply is seen. PARISH COUNCILLORS REPORTS AND RISK
ASSESSMENTS Councillors
present awarded the clerk an increase in remuneration of 7% to stand for a
period of 2 years i.e. to 1st April 2011. The clerk thanked Councillors
for the award. Cllr Rowe – Water leak on New Road outside No 28. This could be a spring and will be monitored by BL Cllrs. Burton Lazars sign on Sawgate Lane entering the village from Whissendine has letters missing. Clerk to report. Cllr Whitehouse – Pot holes prominent on Little Dalby road. This has already been reported to Leicestershire County Council and videoed by a Great Dalby Resident, a dvd being passed to County Councillor Orson. In the field adjacent to the pumping station the stile on the village side has a step missing. Clerk to report. Cllr G Digby – Reported progress on LCC’s Richard Owen list of actions around Burton Lazars, it is not expected to commence before April/May 2009. New bus shelter has loose planks – clerk to report to Littlethorpe. ANY OTHER
BUSINESS TO REPORT Clerk highlighted recent mailing from Donna
Munro with a Planning and Policy update for the Parish Council Liaison
meeting on 29th April 2009, 7pm in the boardroom at Phoenix House Clerk highlighted recent mailing about
sustainable Communities Act. Clerk to circulate. DATE & TIME OF NEXT MEETING The next meeting will be the Annual General Meeting held
on 21st May 2009. The venue will be Chapel Room in Great Dalby and
the meeting will commence at 7.30 pm. The AGM will be preceded by the Parish meeting
