Mrs Susie Coney was unable to continue as Clerk. Whilst a new clerk was being found, Mrs Jill Wilcox-Smith had agreed to continue.

 

MINUTES OF THE LAST MEETING ON 20th July 2006 were approved and signed by the chairman.

MATTERS ARISING FROM THE MINUTES

  1. Proposed bench at Burton Lazars. After further discussions with parishioners, it was decided to reject this suggestion.
  2. Floodlights – Asfordby Storage & Haulage. Cllr. Bridges had been in touch with the Environmental Health Dept. and will monitor the situation during the evenings of the next few months.
  3. Parish Plan Group G/D. Cheque for £500 received from Rural Community Council for funding of the group. Parish Council to hold this amount on their behalf until needed.
  4. Burton Lazars Village Hall charges for waste collection. Clerk had again contacted Chief Exec. Of MBC. Response expected shortly.
  5. Street Lighting – changing over contract to Leics. C.C. in process of being completed.
  6. Trees overhanging in Cross Lane. This now in hand.
  7. Great Dalby Cricket Pavilion verandah – this planning approved.
  8. Mr. Slatter – work on trees. Approved
  9. The Elms - 4 car garage – approved.
  10. Mr.Youle, Lynn Cottage, 1 dwelling and garage (amended application). Objections from P.C. Enforcement officer informed. Clerk to write to MBC planning and councillors of Development Committee and also Mr. Price of JGP Properties.
  11. Dog bin in Great Dalby. Clerk will order this shortly.
  12. £2500 sent to Burton Lazars V.H. funding request.
  13. Wheelie bins/ overflow bags. Clerk contacted DEFRA and awaiting reply.
  14. War Memorial – present for John Houghton who had tended the area for approx. 47 years.
  15. Cross Lane relocation of sign – pending.
  16. Flowers in Wash Dyke – Cllr. Johnson contacting Holly Hayes.

PLANNING MATTERS

06/00644/REM. The Elms, Cross Lane B/L. Erection 4 bedroom.dwelling. No objections from P.C.

06/00652/FUL Plot 11 amendment. Objections from P.C. No decision.

06/00679, 680, 681, 682/FUL Amendments plots 6,1,8,9. No decision.

06/00608/FUL Amendment. Lynn Cottage, 1 dwelling & garage. Objections from P.C.

 

06/00823/FUL. Mr. Jeal, Ridge House, B/L. Amendment to 04/00062/FUL.

Increase garage width, transpose windows, door. No objections from P.C.

06/00793/OUT. Mr Toulson, Gartree Stud, B/L. Demolition stables, barns dwelling & erection 2 dwellings with stabling to Plot 1. To be discussed.

CORRESPONDENCE

LCC Consultation on Leics. Minerals Development Framework Preferred Options. After some discussion involving the proposed landfill site at Brooksby gravel pit, Cllrs. Johnson and Whitehouse agreed to respond further.

Letter from MBC re dangerous object in the brook at G/D. This had been checked by Cllr. Morris and appropriate action taken.

MBC – free community checks for organisations in the parish re waste, water,energy etc. Letters given out to Cllrs. for distribution.

NALC – Mapping – downloading of maps of our villages from website. Cllr. Bridges would look into this.

Letter received from Great Dalby Action Group, returning a percentage of the money given by the P C and other contributors. A contingency was kept in case GDAG needs to be represented at the Local Development Framework Examination in Public. - £231.89 received.

Various funding leaflets & other information/advertising shown to councillors for their information.

High Interest Deposit Bond £6000 matures 30th October. Councillors all agreed to increase this to £9000. upon maturity.

The new Parish Councillor, Gwynneth Whitehouse, signed the bank mandate.

It was agreed to give a contribution towards the G.D. Methodist Chapel of £30 for the Parish Council’s use of the hall during the past year.

Councillor Morris declared a pecuniary interest and took no part in the following item.

The Parish Council had received an invoice from M. Morris for £245.00 for strimming and tidying the banks of the wash dyke during the summer months, as agreed at a previous meeting. All councillors were in favour for this payment.

Clerk to speak to Internal Auditor, Ian Fraser, in respect of setting up a spreadsheet & accounting system for budgeting.

COUNCILLORS’ REPORTS & RISK ASSESSMENTS

Cllr. Digby

Received several complaints from neighbours to New Road (39/41) of nuisance bonfires. Mr Matthews, the Environment Officer, had been informed. The situation was being monitored.

Light malfunctioning opposite Racecourse Lane.

Bus Shelter in need of repair/redecoration. Quotes to be sought.

Complaint had been sent to Bovis Homes as trees and hedge in Lime Street need trimming.

Bovis aiding the Village Hall in exchange for parking places.

Overhanging hedge – IvyDene Farmhouse.

Highway markings – Burrough End/Thorpe Corner.

Kerbing, nearby chapel, needing to be raised.

Manhole cover needing repair – Nether End.

Cllr. Bridges

Concern of speeding motorists in Cross Lane. Clerk to inform Police with c.c. to Stapleford Hall.

Request for grit bin on footpath from Burdetts Close to Main St.

Request for grit bin by garages no.8 Burdetts Close.

Finger Post from Burrough into G.Dalby missing a "D".

Poor condition of thatch at Royal Oak. Clerk to speak to Richard Spooner, Conserv. Officer at MBC.

Reporter from Leicester Mercury contacted the chairman in respect of housing figures and a feature on Great Dalby.

Letter from D. Coxhead, MBC, inviting P.Council to a meeting of Parish boundaries on 21.9.06.

Chairman of CPRE and Cllr. Johnson approached by Andrew Grainger, Land & Estate Agents, to a site meeting at Gartree Hill Farm , L. Dalby, in respect of objections their proposals for the site.

2 lights not working correctly in G.Dalby.
