MINUTES OF THE LAST MEETING OF 12/01/06 were approved & signed by the chairman.

 

MATTERS ARISING FROM THE MINUTES

Covert speed detection device in Great Dalby. Clerk read out response from Police.

Hartopp Court Access road. Site meeting with LCC, P.Cllrs, Bovis representative on 9th March. Letter received subsequently from Mr.Hill (landlord Hartopp Crt & several properties in site area) informing he was away until 11th March and would like answers to questions put in correspondence last year. There was some discussion. Clerk had also written to Mr Thompson of LCC asking for his opinion on the proposal to close off road access to village hall & extend the Hartopp Crt. access.

Cllr.Ludwig had queried with Enforcement Officer MBC the land levels of the new development & asked them to survey where the housing is being built.

Councillor Pont entered the meeting.

Floodlights, Asfordby Storage & Haulage, Melton Mowbray – intruding into Cross Lane B/L. Cllr. Bridges queried the new legislation respecting health and safety and light pollution. It was agreed Cllr. Bridges speak with the Ward Cllr.

Appeal (written) Mr Boylan 05/00233/OUT – dwelling 27 Main St.G/D. Dismissed.

Wall, 1 The Close B/L. Clerk issued Mike Sheldrake LCC with aerial photograph. However, this was felt to have insufficient detail. Clerk to put note in next parish newsletter asking for photographs.

05/01089/FUL. The Drift, 34 New Road B/L. New boundary wall & single storey extension. Approval.

05/01116/FUL Gartree Hill Farm, L/D. re-location of existing permission. Refusal. Cllr. Ludwig wished thanks to be recorded to Cllr. Johnson & Boro.Cllr. Holt for their work as this application had been recommended by MBC for approval.

05/01119/OUT Lynn Cottage B/L. Demolish cottage & replace with 2 houses & garages. Withdrawn. It is hoped to get a protection order on the building – at present an order for 6 months only.

05/01122/FUL Ivy Dene Barn G/D. New garaging. Approval.

Pro-forma for consultation on planning applications –proposal. It has been decided that the pro-forma need not be used unless preferred.

Leics.C.C. Waste Matters. Cllr. Bridges responding.

 

 

East Mids. Airport Consultation Draft. Cllr. Johnson keeping an eye on this.

Environmental Action Team – Heritage Warden, Gladys Dinnacombe is considering joining this.

NHS Consultation. Cllr. Ludwig dealing. No further action.

PLANNING MATTERS

06/00028/FUL Mr McCord 13 Melton Rd. B/L. Conservatory at rear. No objections from P.C. Permitted.

06/00063/CON Chestnut Tree Farm G/D. Demolition of existing agricultural buildings. No comments from the P.C. Permitted.

For information only – 2 The Yews G/D. Consent to work on trees.

LCC, Great Dalby School. Erection 3m fencing around playground area. No objections from P.C. Awaiting decision.

06/00189/COU. Ms. Beth Johnson. Barn Conversion Ford Farm G/D.

Councillor Johnson declared an interest & took no part in any discussions.. No objections from the P.C.

06/00198/FUL. Archer Developments. Elm Tree Farm House. Double garage. P.C. query no provision made for a turning area and should be included before approval.

06/00212/FUL. Bovis Homes Ltd. Hartopp Court Development, B/L. Amendment to Plot No. 12 garaging. To be discussed by P.C.

 

VILLAGE ENVELOPES CONSULTATION

Burton Lazars consultation now complete. Residents are able to view the document at MBC, Cllrs. or Clerk’s homes at end of March.

Great Dalby consultation nearing completion. Residents able to view at Clerk’s home at end of March.

Melton Local Framework Discussion Paper – Sport & Recreation.

Clerk to return P.C. completed response.

War Memorial. Cllr. Morris declared an interest. Funding of £240.00 given by War Memorial Trust (£485.00 was requested). Cllr. Pont to liaise with John Houghton in respect of completing the weed control. Cllr. Morris to work on the surrounding rails in need of replacement.

Parish Lighting. Following a site meeting, Mr Vaughan of LCC quoted for street lighting maintenance & power supply as per at present. (Ex VAT)

Cllr. Digby proposed, based on the figures supplied, the change from ABB and Powergen to Leicestershire County Council. This to be reviewed in 2 years.

Cllr. Pont seconded the proposal. All other councillors in favour.

Clerk to ask LCC for a Contract & forward to Cllrs. for perusal.

Heritage Warden. LCC informed P C that some parishes have offered small expenses to their heritage warden to be covered if pre-agreed or when working on behalf of the P.C.

This to be discussed at further meeting after discussion between Cllr. Digby and Gladys Dinnacombe.

"No Calling Zone" – door step callers. Cllr. Bridges discussing with Community Liaison Officer PC David Cowell. To be discussed at next meeting.

Dog Mess – Great Dalby Village Hall. The Clerk had received a request from Chairman of G.D. V.H. for signs in the region of the V. H. and School asking dog owners to clean up the mess. If permanent signs were to be erected, then the P.C. would have to bear the cost and possibly require planning permission. It was decided to put some temporary notices in the area initially and monitor the situation.

CORRESPONDENCE

LCC Tree Warden Scheme. Apparently no record of a Tree Warden in the parish. Cllr. Bridges said he would speak to Sylvia Child to see if she was willing to continue as Tree Warden in Burton Lazars.

Leics. Rural Partnership. Grant available for facilities on pub premises. Clerk to speak to pub landlord in Great Dalby.

Youth Offending Service leaflet of their services available.

Burton Lazars Village Hall. Ian Pengelly, Chairman, had written to MBC in respect of their sudden announcement that charges would be made, commencing April 06, for refuse collection. He was informed that the charges for this service were agreed by members of the MBCouncil in line with their policy. Ian asked if the Parish Council could help. Clerk to write to Chief Exec. MBC asking for an explanation as to why there had been no public consultation.

Melton Borough Council Fly Tipping – Asking the P C to identify potential "hot spot" areas where surveillance signs could be placed. Clerk to reply and put contact telephone number in newsletter.

Review of Library Services for Rural Areas information. Cllr. Bridges dealing.

Leicestershire Rural Housing Enabler – B/L has been identified by MBC as possibly in need of affordable housing. Clerk to ask Richard Windley to the next meeting of the council, to explain his role, allowing him 10 minutes during the meeting.

Local Works – Sustainable Communities Bill – public meeting on 6th april at Groby.

Consultation on Modernising & Improving Mental Health Services. No response.

Consultation Rights of Way Improvement Plan 2006 – 2011. Draft plan. Clerk to pass to Cllr. Johnson & Cllr. Bridges.

Leics. & Rutland Structure Plan – explanatory memo & written statement published and available for purchase or on line.

LCC VAS proposed signs at Burton Lazars, Melton Road. Letter also from B/L resident Mr. DWJ Whittle supporting the signs. Clerk to discuss reply with Cllrs at Burton Lazars.

MI Junctions 21 – 30 widening & improvements public consultation.

FINANCE

Bank Accounts : £5,330.61

High Interest Bond £6,000.00 matures 28/4/06. It was agreed by all present that this sum be re-invested in another Bond.

Great Dalby Cricket Club £1000.00 grant from Parish Council. Approved for payment.

G.D. Primary School request for funding for playground fence. After some discussion it was decided to respond that the P C would look on this more favourably if this facility could be used by the community.

 

Councillors’ Reports and Risk Assessments

Cllr. Pont. Previous report of wooden footbridge over the brook being slippery. Clerk to chase the LCC.

Cllr. Morris. The concrete post/railings damaged on Main Street layby. Potentially dangerous. Clerk to inform LCC.

Cllr. Johnson. Damage to verge on Woodgate Hill, near entrance to wash dyke. Clerk to inform LCC.

The date of the next meeting was agreed as THURSDAY 11TH MAY 2006. 7.30PM IN GREAT DALBY METHODIST CHURCH. THIS WAS TO BE THE ANNUAL GENERAL MEETING OF THE PARISH COUNCIL.
