APOLOGIES None receivedPRESENT Cllrs. Johnson (chairman), Ludwig, Pont, Digby, Morris, Bridges. Clerk: Mrs J Wilcox-Smith. 2 parishioners. MINUTES OF THE LAST MEETING OF 24/11/05 were approved & signed by the chairman. There was one amendment.
MATTERS ARISING FROM THE MINUTES Enforcement Appeal Mr Cavner 18 Top End G/D. 22/11/05. Appeal dismissed & enforcement notice upheld. Mr Cavner has 12 months to comply from 6/12/05. Covert speed detection device in Great Dalby. Clerk to respond to Leics. Police. Hartopp Court Access road. LCC were informed. No further progress. Mr A Young, parishioner, expressed safety concerns over access to village hall. After discussion it was decided to seek an urgent site meeting with LCC, County Cllr. Orson, Parish Council by the village hall on a day when the hall would be in use. Clerk to email Mr Rivers (Bovis Homes) asking him to pursue his contact with Mr.Hill (landlord). Cllr. Digby had received a letter from Mr Young, parishioner, in respect of a wall on above development which is a possible unauthorised build. This appears to be far too high, on the edge of the site facing the highway. Clerk to contact Mr David Owen MBC.
Floodlights, Asfordby Storage & Haulage, Melton Mowbray – intruding into Cross Lane B/L. Clerk spoken to Andrew Dudley (Enforcement MBC). No planning permission required for security lights; landscaping being replanted & situation should be resolved when vegetation matures. Cllrs. Ludwig & Bridges still thought the lights were excessive & were considering the alternatives.
Appeal (written) Mr Boylan 05/00233/OUT – dwelling 27 Main St.G/D. Awaiting decision. 05/00978/COU Mr M Lomas, Eye Kettleby. Creating leisure area for caravans. Permission granted. LCC draft Medium Term Corporate Strategy to 2009. Cllr. Bridges looked into this. It was decided not to comment. MBC and Parish Councils Liaison meeting – clerk requested minutes as unable to attend. Wall, 1 The Close B/L. LCC needs evidence of encroachment onto the pathway and have limited resources. Clerk to contact Mike Sheldrake LCC & offer him aerial photograph. Village Seat B/L Church. Clerk spoken to Mr Keith West – no reply as yet. Clerk asked to write to Mr. West. Blocked drain rear of Dale Farm properties. MBC attended and could find no evidence of sewage smell etc. Please contact if occurs again. Appeal 04/01065/FUL Mr D Smith 38 Main Street G/D. Proposed new dwelling & garage. Appeal dismissed. PLANNING MATTERS 05/01089/FUL. The Drift, 34 New Road B/L. New boundary wall & single storey extension. No objections from P.C. Awaiting decision. 05/01116/FUL Gartree Hill Farm, L/D. re-location of existing permission. P C concerned that this was developing into a ‘new house in open countryside’ and will ask for more time to respond appropriately. 05/01119/OUT Lynn Cottage B/L. Demolish cottage & replace with 2 houses & garages. Clerk to send interim letter to MBC & ask for a further 7 days to consider the matter. 05/01122/FUL Ivy Dene Barn G/D. New garaging. Cllr. Morris declared an interest and was asked to stay to the meeting but would not be allowed to vote within this discussion. P C to respond. Pro-forma for consultation on planning applications – first draft proposal. MBC need feedback by the end of January. After discussion it was decided to reply that the P C would like to see it as a guidance only. VILLAGE ENVELOPES CONSULATION Cllr. Johnson attended a meeting with MBC & returned with a reply format which we could use. It was agreed that the Clerk & Chairman draft G/D replies initially for further discussion with other councillors. B/L councillors had received 159 responses and had catalogued the responses already. Cllr. Digby then asked the clerk to read out a letter received from Mr I McAlpine of Peatling Hall, Peatling Parva, responding to the Village Envelope Consultation in Burton Lazars (copy attached herewith). He also asked that the following be included in the Minutes. It is noted that the content of this letter strongly objects to any draft envelope for Burton Lazars that omits the inclusion of the land between New Road and Cross Lane, formerly owned by the McAlpine family and now owned by JGP Properties and sold for the purposes of residential development. It is also noted that no interest was declared despite the contrary indications from the Land Registry documents attached. All councillors approved the above be included within the Minutes of the meeting.
CORRESPONDENCE LCC Waste Matters. Reply needed for a consultation in new year. Cllr. Bridges will deal. Nottingham East Mids. Airport. Consultation Draft Master Plan from 10th February. Cllr. Johnson will deal. MBC would like a 2 representatives from parish councils to sit on Environmental Action Team to improve the appearance of areas within the borough. No councillor able to take on this role. NHS Consultations – feedback needed by 6/2/06. Reconfigure boundaries locally and proposals to improve mental health hospital service. Cllr. Ludwig dealing. Various leaflets & information. ACCOUNTS & FINANCE Bank accounts : £ 1707.14 £ 6257.13 £ 6000.00 £13964.27 PRECEPT 06/07 The Clerk had prepared a projected budget for next year and discussed it with Cllr. Ludwig as agreed. A copy was forwarded to all councillors with the Minutes for perusal. After some discussion it was decided to set the precept at £18,000.00 for 06/07, proposed by Cllr. Ludwig and seconded by Cllr. Digby. All councillors in agreement. Cllr. Digby wished to see the projected budget and figures for last year and the clerk agreed to forward these to him and any other councillor who wished to see them. STREET LIGHTS The Clerk had been in discussion with ABB Ltd. Re updating the street lighting as some of these were now 20 years old and in frequent need of repair. The clerk had received a survey from ABB (copies given to councillors) noting the lamps in most need of replacement. The Clerk also informed that new "white" lights could be installed which would reduce our energy charges by 50%. An example could be put in a light in each village for comparison and the clerk was asked to arrange this. Cllr Bridges agreed to look into the possibility of the new light pollution lights and their cost. It was agreed by all councillors to initially replace 2 pole bracket lights, one in B/L and one in G/D. And attend to others as funds allow. CLERK’s SALARY The Clerk had received revised salary scales from 1st April 06 from NALC and asked that she be put on the next scale (SCP 22) @ £9.589 per hour. At present on £9.08 p h. All councillors were in agreement. CLERK’S EMPLOYMENT CONTRACT The Clerk had spoken to LRAPLC re the draft of this. They had various suggestions and the clerk asked to discuss this with two members of the council. It was agreed that Cllr. Digby and the clerk discuss this before the next meeting. CARE OF WASH DYKE Cllr. Morris declared his interest and stayed in the meeting. He was not allowed to vote on this issue. Cllr Morris had prepared a Quotation for strimming, cutting and cleaning out the water course by the wash dyke, one day during May, June and July. Total cost £240.00. *In line with the Parish Council Financial Regulations (Minute 11) it is not necessary to seek other quotations if all councillors are satisfied. Cllr. Digby proposed the Council accept the quotation of £240.00. Cllr. Bridges seconded the proposal. All councillors were in agreement. Cllr. Morris presented his invoice for £131.00. in respect of ordering and requiring the brass plaque "Great Dalby Wash Dyke 2004" This was accepted. CARE OF WAR MEMORIAL Cllr. Morris had taken photographs and prepared an estimate for part of the work on the war memorial and its surround. He would prepare a further report & hand to the Clerk for completion of the grant application form.
BROOK CLEANING Clerk to respond to MBC that the Parish Council confirms the agreement reached between them regarding maintenance of the Great Dalby Brook. MBC to draw up the formal agreement. All councillors in agreement with this proposal. LOCAL COUNCIL AUDIT proposed changed 2006 – 2011. The fee bandings would change from £10,001 to £25,000 and to £135 from £120. INVOICES Clerk’s wages - £1021.98 – this had been checked by Cllr. Ludwig ABB – Maintenance street lights £122.39 (already paid) Print & Buying – toner and cartridges - £108.88 (already paid) Dave Rowe repairs to computer & fax installation - £40 (already paid)
PARISH COUNCILLORS’ REPORTS & RISK ASSESSMENTS Cllr. Bridges. Could the next meeting include "No Calling Zone" on the Agenda – door-to-door salesmen. Could we be sure the Minutes of Meetings of the P.C. be forwarded to Ian Pengelly for inclusion on the website only after they have been approved by the P.C. Cllr. Morris. Report of further potholes down the Little Dalby Road. Clerk to inform LCC again. Cllr. Ludwig. Proposed new road name on Hartopp Court development. MBC have replied that "Hartopp Court" may be included in the address. After some discussion it was decided to leave the proposal of Child Close. Cllr. Pont Report of slippery surface on the wooden footbridge over the brook. Clerk to report to LCC. Cllr. Johnson Report that work has commenced by the LCC on Green Lane G/D where 4 x 4s had churned up the track. DATE & TIME OF NEXT MEETING The Clerk suggested this be the Annual Meeting of Parishioners in Burton Lazars Village Hall. Either 23rd or 30th March 2006.
