PRESENT: Cllrs. Johnson (chairman), Ludwig, Bridges and Morris. Boro.Cllr. Rex Holt.Clerk: Mrs J Wilcox-Smith. APOLOGIES were received from Cllrs Digby & Whitehouse & Co.Cllr. J Orson. These were accepted. MINUTES OF THE LAST MEETING ON 7th December 2006 were approved and signed by the chairman. MATTERS ARISING Floodlights Asfordby Haulage & Storage. Cllr. Bridges had been informed that the only course open was if the lights were causing a nuisance & a health hazard. The area should be screened by March. Clerk to write to MBC Enforcement Officer to ensure the screening is complete by March. Lynn Cottage. Temporary siting of caravan. Enforcement Officer sent a Planning Contravention Notice to owners. They have 21 days to respond. A précis of the situation from Cllr. Digby was read out to the meeting. Further discussion respecting arranging a meeting with planning officers. 06/00608/FUL appeal by Mr & Mrs Youle Erection 1 dwelling & garage. War Memorial Great Dalby. A cheque had been given to John Houghton for his work around the war memorial over many years. The work on the surround not yet complete. Clerk to inform War Memorial Trust. 06/00644/REM. Johnson had spoken to LCC re a planting scheme. Parish Council now to write requesting permission to cultivate verge. "The Lakes" signs in Great Dalby. County Hall dealing. No response as yet. The local beat bobby had spoken to parents outside the school gates and was asked to return to check the situation at differing times of the school day. Johnson to discuss remuneration with Gladys Dinnacombe and whether she wishes to continue publishing. ACCOUNTS AND FINANCE Precept 2007/08. This set at £13,000.00 after consultation between Cllr. Whitehouse & clerk. All councillors informed as agreed at Parish Council meeting on 7th December 2006. Minute No. 72/06. Audit Fees 2006 2011. Scale of fees now £135. Audit Commission extended Hacker Young as External Auditors for 06/07. Invoices paid: Glasdon Dog Bin G/D, £131.04 Clerk 1.11.06 to 31.1.07. £863.89 Invoices to pay: Leics. Footpaths subs £5.00 LRAPLC subs to pay in April £197.00 Bank Accounts: BMM £9763.63 Treasurer £713.52 Deposit Bond £9000.00 £19477.15 In line with Minute No.72/06 of 7/12/06 Burton and Dalby P C Meeting, cheques were given to each councillor for expenses for the year of £30.00. and £50.00 for the Chairman. Also £10 for distribution of newsletter in Burton Lazars and further £13.03 for Cllr. Digby for expenses incurred in connection with appeal at Lynn Cottage. MAY ELECTIONS 3RD May Notices were being sent from LRAPLC in respect of publicity of the Parish Elections on 3rd May. Clerk to distribute these through the 3 villages. It was decided to hold the next P C meeting on 10th May. 7 pm in Great Dalby. This would be the Annual Parishioners Meeting, followed by the Annual General Meeting of the Parish Council. PARISH COUNCILLORS REPORTS & RISK ASSESSMENTS 1. wash dyke notice board. Clerk to remind Holly Hayes to check on flora. 2. Conservation Area in Burton Lazars. MBC being asked to make B/L a conservation area. Gladys D. (Heritage Warden) conferring with councillors. 3. Street Furniture Burton Lazars. Repairs to Bus Shelter Keith West forwarding a quotation. 4. Update on Parish Clerk Candidate Stephen Johnson of Burdetts Close Great Dalby will be asked to attend the next meeting. Councillors Reports: Cllr. Morris. Copper Beech. Village Green. Needing pruning. Clerk to inform to go ahead. He has offered his services free of charge. Dog Bin Great Dalby. Feedback from parishioners would like to see one at each of the entrances of the village. Cllr. Morris produced his invoice for the dog waste bin erection. £25.00. All councillors agreed to this payment. Airfield outside of the entrance to the industrial units clerk to inform LCC that this area has not been infilled. Little Dalby turn Woodgate Hill.
