PRESENT: Cllrs. Johnson (chairman), Ludwig, Digby, Whitehouse and Morris. Co. Cllr. Joe Orson. 3 parishionersClerk: Mrs J Wilcox-Smith. APOLOGIES were received from Cllr. Bridges accepted, & Boro. Cllr. Holt. County Councillor Orson reported on various County Council issues: Flashing cautionary lights on Melton Road (Bovis) incorrect position; resurfacing Lime Street hopefully by March; Sawgate Lane weight restriction possibly by June; 50mph speed limit on Melton Rd. to be reduced to 40 mph. in January; accidents recently on the dangerous bends to south of B/L LCC will do utmost to make safer. 3 parishioners from Great Dalby requested permission from the P C to erect a Christmas tree on the Village Green. The P C insurers, however, are unable to cover public liability for the tree and lights. The group were advised to contact MBC for further advice. It was proposed by Cllr. Ludwig that the Parish Council, if necessary, would contribute £200.00 towards funding MBCs inspection costs should the group obtain the necessary insurance. All councillors present were in agreement. Clerk to write to the group confirming. MINUTES OF THE LAST MEETING ON 14th September 2006 were approved and signed by the chairman with one amendment. MATTERS ARISING FROM THE MINUTES Floodlights Asfordby Haulage & Storage. The Clerk read out a report from Cllr. Bridges in his absence. The Clerk to ask Cllr.Bridges to liaise with Cross Lane residents and produce a report from the P C together with any letters from said residents in support for Mr Scutter of MBC. Mr Youle, Lynn Cottage. Temporary siting of caravan conditions. Letter sent to Enforcement Officer at MBC requesting meeting. Clerk to chase. War Memorial. Clerk to contact British Legion respecting the work by John Houghton over the past 40 years tending the garden. Work now completed on the surround to the memorial. Concerned re a grove of trees in centre of group of houses on Bovis development, Hartopp Court. Clerk to write to Richard Spooner at MBC with our concerns. ACCOUNTS & FINANCE Bank: £21,035.41 (£500.00 for Parish Plan Group) . Parish Councillors expenses and allowances. It was agreed at July 06 meeting to pay £30 per councillor towards telephone expenses, stamps, paper etc. plus 54.4p per mile travelling on behalf of the council. It was agreed to pay these amounts at the end of each financial year and a discretionary allowance for the Chairman of £50, in accordance with Local Government Act 1972, ss15(5) & 35(5). The chairman had purchased a present for Clerk after 11 years in office. All councillors in agreement. Bridges (keys) £7.00 Clerk wages & expenses £762.54 PRECEPT 2007/08 On the figures produced it was proposed by Cllr. Ludwig to set the precept for 2007/08 as £15000.00. However, it was further proposed by Cllr. Whitehouse that the Clerk and herself meet to confirm this figure. Should they feel the need to alter the proposal all councillors would be informed before the final figure was set. All councillors present voted in favour of the above. PARISH COUNCILLORS REPORTS & RISK ASSESSMENTS Cllr. Ludwig. Proposed a letter be sent to Faulks of Whissendine. Vehicles are speeding through Burton Lazars with no regard to the 30 mph limit. Cc to Pc Round. Agreement that a letter be sent to Mr Carnegie of Bovis Homes. Cllr. Morris. Pothole on Little Dalby Road. Inform LCC. Unsightly reflector poles by Manor Farm. Inform LCC. Received complaints of too many road signs for "The Lakes" in Great Dalby. Inform LCC. Notice Board for the Wash Dyke please put on agenda for next meeting. Cllr Whitehouse. Problem of parking by Great Dalby School. This situation is getting worse. Clerk to write to Headteacher with cc to PcRound. Speeding through Great Dalby complaints from residents who suggested flashing signs. This been discussed at length many times before. Councillors felt the only deterrent is a speed camera.
