MINUTES OF A MEETING OF BURTON & DALBY PARISH COUNCIL
 ON THURSDAY 24TH NOVEMBER 2005. 7.30PM. GREAT DALBY METHODIST CHURCH.

51/05       APOLOGIES received from County Councillor J. Orson.

52/05       PRESENT : Cllrs. Johnson (chairman), Ludwig, Pont, Digby, Morris.

<>53/05     CO-OPTION OF NEW COUNCILLOR. Cllr. M. Morris proposed that Robert Bridges

                     of Burton Lazars be co-opted on to the Parish Council as a councillor for Burton Lazars/

 Little Dalby. Cllr. G. Digby seconded the motion and all councillors voted in agreement.

 R. Bridges then signed the necessary declaration forms and was welcomed back as a member of the parish council.

54/05 ELECTION OF VICE-CHAIRMAN. Cllr. B. Ludwig had indicated that he would be willing to stand as vice-chairman. Cllr. M. Pont proposed Cllr. Ludwig as Vice Chairman and Cllr.                     M. Morris seconded this proposal. All councillors were in agreement.

55/05 MINUTES OF THE LAST MEETING (29/9/05) were approved & signed.

56/05 MATTERS ARISING FROM THE MINUTES.

                1. Enforcement Appeal 22/11/05. Mr. Cavner 18 Top End. Unauthorised development at rear.

Cllr. Johnson attended the informal meeting and subsequent site meeting. Now awaiting the Inspector’s decision.

Covert speed detection device result in Great Dalby: most vehicles were found to be adhering to the speed limit. Clerk to ask where the device was set up & why it was over a weekend in August.

A letter received from Mr Eric Sharpe respecting danger on the bend of Crown Hill/Nether End was to be forwarded to LCC.

The Clerk also informed that she had received a visit from our new local beat bobby Pc Simon Williams 1951.

Hartopp Court development. Alteration of access road. No further forward – clerk & Cllr. Ludwig informed LCC with a hope that they might be able to move this along. Clerk to ask for an update.

Unacceptable floodlights at Asfordby Storage & Haulage Melton Mowbray. Clerk to again contact the Enforcement Officer at MBC for an update.

The Brook Great Dalby. Strimming and dredging completed. Parish Council paid for the strimming (£164). The wording of the contract being discussed & altered. Awaiting from MBC.

Clerk’s employment contract. Clerk to forward a draft of this to LRAPLC for their advice. Put on agenda for next meeting in January.

Dog Litter Bins. The clerk had received an email from parishioner in Burton Lazars objecting to the siting of the proposed bin on The Drift. Cllr. Digby had received several verbal objections. No responses had been received in Great Dalby. It was, therefore, agreed not to proceed further.

05/00691/FUL. Vine Farm agricultural house Station Road G/D. Application withdrawn.

05/00762/FUL 22 Main Street G/D. Conversion outbuilding to annexe & car port. Approval.

05/00797/TCA. The Yews G/D. Pollarding tree. Approval.

05/00838/FUL. 5 The Oaks, Little Dalby. Extensions. Approval.

Village Envelope Consultation Scheme. The drop-in session in Great Dalby was a success.

Reminder letters had been sent to all houses in the village informing of the deadline for responses (30th November).

Replies were being received in both villages.

A reminder letter was being sent out to householders in Burton Lazars prior to the drop-in & coffee morning on 3rd December.

The clerk had sent questionnaires out to all parish councils with category 3 villages.

Periodic Electoral Review Consultation. Cllr. Ludwig had examined the document. No further action.

Washdyke strimming. Cllr. Morris to inform the clerk of what was needed in this respect before asking for quotations.

Parking on pavements. Pc Williams would be happy for notices to be placed on offending cars in the parish by the council or he would be willing for the police to deal. It was decided that cllrs.forward reg. nos., dates & times of vehicles and Pc Williams will initially send a Support Officer to instruct the vehicle owners.

War Memorial. Funding forms had been received by the clerk. These to be filled in as soon as possible. Cllr. Morris progressing the present for John Houghton. Clerk to discuss quotations with LRAPLC.

57/05 PLANNING MATTERS

05/00897. Mrs Huller Linby House, G/D. Consent to work on trees. Consent granted.

05/00233/OUT. Appeal (written). Sandown 27 Main St. Mr. Boylan. Parish Council to reply by 12th December.

05/00978/COU. Mr Lomas Eye Kettleby (bordering this parish). Creating leisure area for caravans. P C to reply by 7th December.

58/05 CORRESPONDENCE

L C C Gladys Dinnacombe of Burton Lazars has been installed as the Parish Heritage Warden.

Medium Term Corporate Strategy to 2009. Parish Council to reply by end of January 06.

Cllr. Bridges dealing?

CPRE. The Parish Council is now a member.

Land Registry – asking owners of land to register. The Parish Council probably owns The Green at Great Dalby. It was decided not to register our ownership at this time.

Leicestershire Police, Parish & District Council Meeting 13th December.

Melton Borough Council & Parish Council Liaison Meeting 5th December. Clerk attending.

Best Value Performance Plan 2005.

Cycle Race through the parish on 14th May 2006.

L C C Compost Converter available for £5.

Letter from Mr. Boylan of New Road B/L to LCC re the brick wall outside of No.1 The Close. Mike Sheldrake of LCC Melton Mowbray has sent a letter to the occupier but would like any further evidence available from the parish of the old boundary. Clerk to discuss looking in Land Registry with Mike Sheldrake.

MBC John Scutter. Contaminated Activity Strategy – identifying sites in the borough within proximity to people, vegetation etc. The airfield former ammunition dump identified as one of these sites. Clerk to inform him that Green Peace has information of this site which stored fuel for rockets.

60/05 PARISH COUNCILLORS REPORTS & RISK ASSESSMENTS

Village seat near the Church in B/L needs urgent attention. Cllr. Morris would be unable to do this before the Spring of 06. Clerk to speak to Keith West if he could attend to this as soon as possible.

Overhanging trees at junction of the north end of Peppers Lane and beginning of Long Lane (off Cross Lane).
