APPROVE AND SIGN MINUTES OF LAST MEETING HELD ON MONDAY 14TH JANUARY 2008 IN THE GREAT DALBY CHAPEL All Cllrs agreed the minutes, no objections raised – Minutes signed by Chairman.
OPPORTUNITY FOR MEMBERS OF PUBLIC TO SPEAK Chairman authorised bringing forward of item 10 (see 29/08) to combine with public interest on the item. See comments against that item. Miss E Johnson expressed CPRE concern about growth of town outwards leaving centre without residential component.
MATTERS ARISING FROM MINUTES OF LAST MEETING Wash Dyke – M Morris has agreed to carry out work on this and has quoted for this for the coming year.
LCC Mineral Development Framework – Response letter to be circulated by Cllr Whitehouse.
Councillor Digby was congratulated by the meeting on the overturning of the decision by the Standards Committee Panel of Melton Borough Council on 29th November 2007 by the Appeals Tribunal Decision on 29th February 2008. Specifically The Adjudication Panel for England publication of the Appeals Tribunal Decision paragraphs 22 and 23 are pertinent in this respect and that report is attached to these minutes. Councillor Digby’s statement on the dismissal of the findings dated 1st March 2008 is also attached. Commiserations were extended to Cllr Digby over the wasted time covering many months during the above case.
The Grit Bin has now been installed by LCC on Burdetts Close Great Dalby.
A summary of the Street lighting status for the Parish was tabled. Cllr Digby requested copies of the lighting plans showing location and ownership of lights in Burton Lazars. Cllr Whitehouse raised the question of the use of sensitivity switches on streetlights. Clerk to investigate with CPRE and raise at the next meeting.
A number of items previously reported to Highways appear to remain outstanding. Clerk to revisit these with Highways: Ashby Folville Road – kerbstone uprooted, A606 hedge trimming, Cider bottle in hedge between Sawgate and New Road Burton Lazars, drain blocking on Melton Road at Burton Lazars between New Road and Cross Lane, Possible flooding at drain adjacent to Pebble Yard.
Chestnut Tree Farm decision letter from MBC was discussed. Cllrs noted that retrospective permission action was to be taken with parties concerned. The meeting agreed to avoid input to the process that may cause distress to the residents of the properties.
PLANNING MATTERS - UPDATE The meeting agreed with the status as reported on the attached sheet. Cllr Whitehouse agreed to attend the Brookfield Cottage site meeting on Friday 7th March 2008 (Clerk to supply plans before then); Vice Chairman Cllr Ludwig to attend subsequent Committee meeting on 11th March 2008.
Planning Application 08/00160/FUL 3 The Close Burton Lazars was handed to the Clerk for action.
FINANCIAL REPORTS The meeting approved: Bank reconciliation calculations to 4th March 2008 (see attached sheet). Cash amounts in the bank today presented against statements Invoices paid since the last meeting. Invoices due for payment presented and cheques signed. Cheques for Councillors expenses to the end of the financial year 2007/8 signed and issued.
Clerk to forward cheques to those Cllrs not in attendance at the meeting.
LAND IN CENTRE OF BURTON LAZARS VILLAGE Discussion resulted in a decision to write to Melton Borough Council about this land and its untidy state. Photographs of the builders detritus tipped across the land will be included in the correspondence with the badger set location highlighted. It was noted that a badger carcass had been seen close to the building site on 27th February 2008.
MELTON DEVELOPMENT FRAMEWORK This item was discussed earlier in the meeting under item 5 (24/08). This meeting discussed the public meeting held on 3rd March 2008, the importance of the options for the borough and their effect on the Parish. The meeting agreed that a letter response should be sent to Melton Borough Council along with a completed copy of the Consultation Response form. The Parish Council preference is for Option C in the LDF. Councillors noted that a local response from the two parts of the Parish, Great Dalby and Burton Lazars will also be made by letter and Consultation Response form as appropriate.
SEPARATION - UPDATE Following discussion it was concluded that more information was required about the financial issues of splitting the Parish into two. Though the table of Tax Base figures was tabled it was decided that the MBC should be asked for detailed figures of values for each village in the parish. Also suggested that methodology should be sought from LRALC. Clerk to action.
CORRESPONDENCE RECEIVED A folder containing the listed correspondence was placed on the table at the meeting for Councillors to select as appropriate to interest.
SPRING NEWS LETTER The Clerk requested material for inclusion in the letter. The meeting brought the following matters to be aired: Notify parishioners of the availability of Poop-Scoop bags and nuisance areas in Great Dalby and Burton Lazars of dog mess. Comment about Cllr Digby’s vindication. Encourage parishioner involvement in voicing concern to LCC about discarded and vandalised Self Store vans. Comment about fly tipping in the Parish.
REPLACEMENT BUS SHELTER AT BURTON LAZARS - DECISION The meeting approved a resolution to go ahead with ordering the replacement shelter and noted the site meeting date of 19th March 2008 at 1030 am.
CLERKS REPORT The Clerk asked Cllrs if the new method of distributing scanned documents via computer for prompt attention was working. Cllrs agreed it was. The Clerk is concerned that all Cllrs should give approval of any decisions/communications being sent out on in the name of the Parish Council. It was pointed out that a majority decision was required for this process. Clerk agreed to highlight any instance of concern when it occurs.
PARISH CONCILLORS REPORTS AND RISK ASSESSMENTS Cllr Whitehouse – A parishioner, Heather Belcher has commented on the apparent increase of flood lighting at the Picasso premises on the airfield. Clerk to write to Andrew Dudley at MBC. Cllr Digby – has requested that Highways replace the Burton Lazars Village Hall sign which has become detached (Highways looked for but could not find the sign in Oakham – it was eventually located in Burton Lazars). It was noted that the sign erected by Leicestershire County Council on Child Close has been re-located by persons unknown. Clerk to report to MBC.
DATE & TIME OF NEXT MEETING The next meeting will be held on 12th May 2008. The venue will be Burton Lazars Village Hall and the meeting will commence at 7 pm.
