SIGN MINUTES OF LAST MEETING Held on 12th
May 2008 in the village Hall at Burton Lazars. All Cllrs agreed the minutes
no objections raised - signed by the Chairman. OPPORTUNITY
FOR MEMBERS OF PUBLIC TO SPEAK Member of public
present declined to speak MATTERS ARISING 49/08 It was
noted that Mr Ewart, present at the meeting, had not yet submitted a planning
application. Clerk had again written to Mr A Dudley at MBC on 17th
July 2008 who assured us that a reminder had been sent to Mr Ewart. The
parishioner confirmed that he had not submitted the application. 48/08 Clerk had
answered a number of queries from the external auditor (copy of letters
attached to these minutes). The audit is not yet completed. 49/08 Cllr Digby
has looked at Clerks Contract and confirmed that is is satisfactory for self
employed status/ Clerk has submitted a tax return to HMRC at their request on
9th June 2008. 49/08 The Risk
Assessment overhaul is with the Clerk for action. 53/08 A second
letter has been sent to Mr A Dudley, Enforcement Officer at MBC on 17th
July 2008 regarding the status of the land at Burton Lazars adjacent to 39/41
New Road. 58/08 Revisit
letter to H Smith about Wozwolf rally. In view of non-reply Councillors
assumed the rally would go ahead. It was noted that noise from the PA system
at an airfield event 2 weeks ago was intrusive at both ends of Great Dalby.
It was further noted that traffic control of vehicles entering and leaving
the site on Sunday 3rd August at the Car Boot Sale was poor with
fast moving motorcycles bunching at the entrance to the site. The meeting
agreed that a letter to the Chief Constable about Wozwolf, previously mooted,
would not now be sent, though careful monitoring by Parish Councillors will
be ongoing during the event. 60/08 It was
requested that a letter be sent to Mr M Morris requesting a progress report
on the refurbishment of the bus shelter at Little Dalby. 60/08 The
Insurance was renewed with Allianz after competitive quotations were
considered. The cost was £800.00 for the year compared t £820.79 last year. 61/08 Progress
on outstanding hedge trimming in the villages and debris tipping on Borough
Road will again be requested from Mr M Sheldrake. PLANNING

to 31.07.08, cash in bank today. b) Approve payment of
invoices, expenses, since last meeting c) Budget Control to date The above items detailed on
spreadsheets, included with the minutes, were approved by the meeting. It was
agreed that the budget sheets should show the bus shelter income and
expenditure carried forward from last year, whilst not altering the approved
figures used for control purposes for the current year. new
bus shelter at Burton Lazars The meeting approved the financial summary at completion, stated in the financial report sheets. It was reported by the Clerk that the Melton Borough Council Grant of £1485.00 had yet to be received. Items budgeted for such as insurance, were considered void in the light of the new arrangements which included cover for the shelter, and sundries, £150.00 will cover the acknowledgement of funding assistance poster to be affixed to the shelter at a cost of £29.38 plus any further expenses on 20th August. VILLAGE ENTRY TREATMENTS The Parish Council response will be prepared by the Clerk to reflect the views of Councillors. In addition the following points were made at the meeting: a) a request for lower profile vehicle activated signs b) That if an electrical supply was not available at any point where a sign was to be fitted then it should be made available. c) The type of sign should be
given more consideration e.g. a TOO FAST sign rather than 30mph. d) It was agreed that the CSW
initiative should go ahead and Mrs E Smith, present at the meeting, will take
the initiative in this. e) County
Councillor J Orson suggested that contact be made with S Karkowski at LCC to
request a Community Need Camera, the results of which should be available to
the Parish Council. MELTON
BOROUGH COUNCIL FIRE The difficulties
being experienced in getting through to MBC on the 502502 number will be
eased when the 50 people based in Nottingham return to Melton. They will be
housed in the refurbished but undamaged part of the building on Nottingham
Road. It is anticipated that the move will take place on September 19th
2008. CORRESPONDENCE
RECEIVED A folder containing the listed
correspondence was placed on the table at the meeting for Councillors to
select as appropriate to interest. Late post items were highlighted to
Councillors, these being a Rutland Local Development Framework - Preferred Options of the Minerals Core
Strategy and Development Control
Policy development plan document, and the Leicestershire Performance
Framework. CLERKS REPORT
Concerns were
expressed by the Clerk about the response of the Legal Officer at MBC to the
requirement to place adverts in the local newspapers, rather than on village
notice boards, when a change in Code of Conduct takes place. This seems at
variance with references in Arnold Baker. Councillors agreed that the matter
should be on hold and that the coming years budget should include a sum of
£250 to cover the re-occurrence of such eventualities. The Parish
computer has now been temporarily fixed though the consultant could not
determine cause of the fault. Clerk to obtain costs of a replacement
computer. Cllrs have
conducted an appraisal of the Clerks performance of duties throughout the
year. They consider it satisfactory though the hours being expended are still
too high. The Clerk was requested to reduce the hours to those stated in his
contract. PARISH
CONCILLORS REPORTS AND RISK ASSESSMENTS Cllr Stocks Hedge outside
Gladdles, Main Street, Great Dalby, needs trimming, overhanging pavement. Cllr Fraser (in absentia)
Hedge on Main Street, Great Dalby, left hand side leaving village at Thorpe
Satchville corner needs trimming, overhanging pavement. Cllr Whitehouse
Raised a
conservation issue about externally mounted utility meters, rather than
internal fixing. Clerk to investigate. Also passed on a
comment from Roy Fisher (Parishioner) requesting the Washdyke notice board be
put nearer the access gate. Clerk to check with M Morris and B Johnson on
history. Garden shed in
Pebble Close, Great Dalby, replaced and causing neighbour problems. Clerk to
find legislation guidance on sheds. Cllr Rowe Reported
overgrown hedge on Melton Road, Burton Lazars, on right hand side travelling
toward Melton, between Sawgate Lane and Cross Lane. Overgrown hedge
between Schoolhouse and No. 39 New Road Burton Lazars Car dumped on
track at end of Hollow Lane, Burton Lazars, and set on fire recently. The vehicle
has been removed but a residue of glass and metal left location is about
100 yards down the track in the ditch on the right. Cllr Ludwig Burton Lazars
Church yard houses the Squires monument which has been declared at risk by
English Heritage. Funds are being sought for its repair. Clerk to write a
letter to register Parish Council support for the spirit of the venture. A Burton Lazars
resident has completed a cycle ride from John OGroats to Lands End and
raised c£3,000.00 for the Steppes Charity. Clerk to draft a letter from the
Parish Council to congratulate the achievements of the septuagenarian. DATE & TIME OF NEXT MEETING The next meeting will be held on 23rd
October 2008. The venue will be Burton Lazars Village Hall and the meeting
